Explanation

The amendment would require the Department of Children and Families, or the Department of Mental Health and Addiction Services, prior to entering into a contract with a person or entity to operate a residential facility, to hold a public hearing on the proposed contract in the municipality in which the facility is to be located.

The agencies may have to expend funds for the use of a building within the municipality in which the site is to be located, and/or incur other ancillary costs associated with advertising and conducting a hearing.
