Explanation
The amendment requires the Department of Children and Families (DCF) to maintain and utilize existing providers (as of the date of passage of the bill) delivering emergency mobile psychiatric services (EMPS) . It further requires any DCF contract for EMPS to include provisions for continued use of subcontractors delivering EMPS, as of the same date, in any future subcontract.
To the extent that these restrictions preclude the achievement of efficiencies in the development of new or revised EMPS contracts, the department may experience greater costs per unit of service.
