AN ACT CONCERNING FULL CARRYOVER AUTHORITY FOR THE CAPITOL SCHOLARSHIP PROGRAM.

SUMMARY:

Under current law, the Department of Higher Education may carry forward up to 5% of its unspent annual appropriations for student financial assistance. This bill eliminates the 5% cap and limits the carry forward to unspent appropriations for the Capitol Scholarship Grant Program.
