AN ACT CONCERNING EXPENDITURES FOR THE PROGRAMS AND SERVICES OF THE DEPARTMENT OF HIGHER EDUCATION AND THE CONSTITUENT UNITS OF HIGHER EDUCATION.

SUMMARY:

The Board of Governors of Higher Education shall review the programs and services administered or provided by the Department of Higher Education or by a constituent unit of the state system of higher education in order to assess the effectiveness and the benefits of such programs and services and assign priority for their continued funding. The board shall submit its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies not later than January 1, 2009, and annually thereafter.
