OLR Bill Analysis
AN ACT CONCERNING CHARTER OAK STATE COLLEGE IN THE CONNECTICUT AID TO PUBLIC COLLEGE STUDENTS GRANT PROGRAM.
Under current law, the Board of Governors of Higher Education must base its annual appropriation request for the Connecticut Aid to Public College Students (CAPCS) grant program for Charter Oak State College on Charter Oak's fee waiver set-aside in the previous fiscal year. This bill requires the board to base the request on the fee waiver set-aside in the fiscal year two years prior to the fiscal year in which the appropriation applies. This conforms the law to the board's annual CAPCS appropriation request for the other higher education constituent units.
