AN ACT CONCERNING HEALTHY TEENS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective July 1, 2008) The Department of Education shall establish, within available appropriations, a healthy teens education grant program. Local and regional boards of education may apply for a grant to the department at such time and in such manner as the Commissioner of Education prescribes. Any local or regional board of education receiving a grant under this section shall use such funding (1) to develop and implement medically accurate health education that implements curriculum guides developed pursuant to section 10-16c of the general statutes, as amended by this act, (2) for professional development of staff who will teach such curriculum, and (3) to offer appropriate training for teachers and parents and guardians in parent-child communication strategies.
Sec. 2. Section 10-16c of the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2008):
The State Board of Education shall, on or before September 1, 1980, develop curriculum guides to aid local and regional boards of education in developing family life education programs within the public schools. The curriculum guides shall include, but not be limited to, information on developing a curriculum including family planning, human sexuality, parenting, nutrition and the emotional, physical, psychological, hygienic, economic and social aspects of family life, and methods for prevention of sexually transmitted diseases, provided the curriculum guides shall not include information pertaining to abortion as an alternative to family planning.
Sec. 3. (Effective July 1, 2008) The sum of one million dollars is appropriated to the Department of Education, from the General Fund, for the fiscal year ending June 30, 2009, for purposes of the grant program established under section 1 of this act.
