AN ACT CONCERNING TELEPHONE AND CABLE INSTALLATION FEES FOR NURSING HOME RESIDENTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2008) No telephone company, telecommunications company, certified telecommunications provider, community antenna television company, certified competitive video service provider or holder of a certificate of cable franchise authority, all as defined in section 16-1 of the 2008 supplement to the general statutes, shall charge an installation fee to a resident of a residential care home, nursing home or rest home, as defined in section 19a-490 of the general statutes, when such resident moves from one room in said home to another. Any violation of this section shall not constitute an unfair or deceptive trade practice under section 42-110b of the general statutes.

Sec. 2. (NEW) (Effective October 1, 2008) No owner or operator of a residential care home, nursing home or rest home, as defined in section 19a-490 of the general statutes, shall charge any resident of such home a fee for the installation of telecommunication or community antenna television service, as defined in section 12-407 of the 2008 supplement to the general statutes, when such resident moves from one room in said home to another.
