COMPENSATION FOR ELECTION OFFICIALS IN GREATER HARTFORD

By: Kristin Sullivan, Associate Analyst

You asked for election officials' compensation rates in the greater Hartford area. This report updates OLR Report 2006-R-0803, which used 2005 survey data from the Registrars of Voters Association of Connecticut to provide election officials' compensation rates in a cross-section of Connecticut municipalities.

SUMMARY

We contacted the registrars of voters in the greater Hartford area to determine how much each municipality currently compensates its election officials on the day of an election. Of the 14 municipalities we contacted, 12 responded. Bloomfield and Farmington did not.

Table 1 provides the results of our survey. Like our 2006 report, it shows variation in compensation. Such variation exists because the General Statutes do not create a statewide pay scale for election officials or address compensation rates except to stipulate that (1) election officials receive at least one dollar for undergoing voting machine training and (2) machine mechanics (now voting tabulator technicians) be paid in the same manner as other election officials (CGS §§ 9-249 and 9-243). Each municipality therefore determines how much it will compensate its election officials, resulting in rates that differ by town and position.

1 Figures represent daily compensation rates unless otherwise indicated.

2 PA 07-194 substitutes the term “voting tabulator technicians” for “machine mechanics.

3 Town will likely increase compensation for this position beginning with the 2008 state election.

4 During the last election, Newington paid the voting tabulator technician $ 600 but going forward, this position will receive $ 1,000.

5 South Windsor has a moderator aide who receives $ 200 on Election Day for demonstrating, setting up and tearing down the polling place, and performing any other task the moderator deems necessary.
