You asked if other states have stand-alone correctional facilities for young offenders that afford them intensive substance abuse treatment.
We found no state that currently operates a correctional facility solely for young substance-abusing offenders. Virginia did have such a program in operation from 1993-2005. The Barrett Juvenile Correctional Center was a medium level secure facility in metropolitan Richmond that housed between 100 and 130 male offenders between ages 11 and 18 who had been recommended for or ordered to participate in drug treatment. The facility was closed when the state reorganized its juvenile justice programs.
Many states run residential drug treatment programs for juvenile offenders in less secure settings. Others, like Connecticut, contract with private providers for these services.
