You asked if the Department of Environmental Protection (DEP) can take preventive action to stop the pollution of drinking water wells before it occurs. The particular situation you describe involves a landscaper who neighbors believe is or may be causing acid rock drainage by his quarrying activities.

Acid rock drainage (also called acid mine drainage) occurs when rainwater drains through rocks that have been disturbed or exposed through mining, construction, or similar activities. The resulting runoff can be highly acidic.

DEP states such quarrying or mining activities are regulated at the local level, and suggests the neighbors contact municipal officials. If a home owner suspects his well water is contaminated, he should contact his local health official. DEP also does not generally become involved if well contamination is caused by a naturally occurring material, as would be the case in this instance, and recommends the neighbors work with or seek recourse from the offending property owner.
