ELM CITY RESIDENT CARDS

You asked whether the legality of the identity cards the City of New Haven began issuing this summer (Elm City resident cards) has been challenged.

On July 24, 2007, the City of New Haven began accepting applications for, and issuing, Elm City resident cards. Applicants must apply in person at city hall, present acceptable identification and proof of New Haven residency, and pay a fee ($ 10 for adults and $ 5 for children age 12 and under).

Kica Matos, the program administrator, reports that 3,010 resident cards had been issued as of August 29th. Of those, 373 were issued to children. Matos reports that the program has not been challenged in court, and that a legal analysis the city obtained from Yale Law School before initiating the program concluded that there were no legal impediments to its implementation.
