You asked for information on the number of inmates with mental health needs and how it has changed in recent years.
SUMMARY
On April 1, 2007, the incarcerated population was 18,989. Of these inmates, 18,794 received a mental health classification. The largest percentage, 52. 9%, were classified as having no mental health history, 26% had minimal or intermittent impairment, 20. 7% fell into the two categories of moderate impairment, and . 4% were classified as having severe impairment.
We also obtained data on a monthly basis from January 1, 2002 through April 1, 2007. During this period, the percentage of inmates with no mental health history or current need declined by 5. 6% and those with minimal or intermittent impairment declined by . 9%. The other three categories increased: moderate impairment, controlled with medication by 6. 1%; moderate impairment, precludes normal functioning by . 2%; and severe impairment by . 1%.
Also during this period, the category of:
1. no mental health history or current need ranged between a low of 52. 9% on April 1, 2007 and a high of 60. 5% on October 1 and November 1 of 2003;
2. minimal or intermittent impairment ranged between a low of 24. 3% on May 1, 2004 and a high of 26. 9% on January 1, 2002;
3. moderate impairment, controlled with medication ranged between a low of 12. 1% on February 1, 2002 and a high of 18. 6% on March 1, 2007;
4. moderate impairment, precludes normal functioning ranged between a low of 1. 8% on September 1, 2003 and a high of 3. 2% on January 1, 2006; and
5. severe impairment ranged between a low of . 2% on February 1, 2004 and September 1, 2005 and a high of . 5% on December 1, 2005.
