REGIONAL WATER AUTHORITIES

You asked whether the three regional water authorities get funding from the federal, state, or town governments and, if so, what proportion of their budgets come from these governmental sources. You were particularly interested in the South Central Connecticut Regional Water Authority (SCCRWA), which serves the greater New Haven area.

Neither SCCRWA nor the Southeastern Connecticut Water Authority, which provides water to parts of 21 municipalities in southeastern Connecticut, receives any operating support from governmental sources. Similarly, state and federal grants account for approximately $ 1,000 of the $ 53. 5 million in projected 2007 water revenues of the Metropolitan District Commission (MDC). MDC provides water to its eight member towns and to parts of six other towns in the Hartford area. It also provides sewer service in its member towns, which is funded by property taxes.

All three authorities get part of their operating revenues from water they sell to governmental bodies. In the case of SCCRWA, these sales account for approximately $ 2. 6 million in 2007. All three authorities also receive payments for other services they provide to governmental bodies, e. g. , installing new hydrants. In addition, the authorities occasionally receive governmental funding for capital projects. In the case of SCCRWA, the authority has received $ 863,370 from the state Department of Environmental Protection (DEP) since 2000 under its Open Space and Watershed Land Acquisition Program. The authority has received $ 115. 000 from the federal Environmental Protection Agency for security improvements and vulnerability assessments since 2003. Finally, it has received $ 72,282 from DEP for the construction, site improvements, equipment, and engineering costs of the hazardous waste collection facility SCCRWA operates.
