IN-STATE TUITION FOR ACTIVE-DUTY MILITARY PERSONNEL

You asked if active-duty military personnel stationed outside of their home state, and their dependents, are eligible for in-state tuition in the state where they are stationed. You are particularly interested in Connecticut and neighboring states.

By law, any member of the armed forces stationed in Connecticut under military orders, and his or her spouse or dependent children, are eligible for in-state tuition at UConn, Connecticut State University, and the community-technical colleges (CGS §§ 10a-28 & 10a-29). Several neighboring states also provide this benefit. They include Massachusetts, New Hampshire, New York, and Rhode Island (see Table 1).

U. S. military personnel and their dependents (spouses and children) living in New Jersey and attending public colleges are classified as residents for in-state tuition purposes. If the military member is reassigned to another state, he and his dependents remain eligible if they maintain continuous enrollment at the degree level in which they were enrolled before the reassignment.

Vermont

For in-state tuition purposes, armed forces members on active-duty in Vermont (other than for the purpose of education) are considered residents while on active duty and pay in-state tuition.

VT. Stat. Ann. 16 §§ 2185 and 2282a

Virginia

Spouses and dependents of active-duty military personnel assigned to a permanent duty station, and living, in Virginia are deemed residents. They are eligible for in-state tuition and the same educational benefits as others receiving in-state tuition as long as they are continuously enrolled in a Virginia college or transferring between Virginia colleges.
