STUDENT DIVERSITY AT CHARTER AND MAGNET SCHOOLS

You asked for an update of our March 1, 2000 report comparing the percentage of minority students who attend each charter and interdistrict magnet school with the percentage of minority students in the school district where the charter or magnet school is located (2000-R-0292). Information in this report comes from Public School Choice in Connecticut, A Guide for Students and Their Families, 2005-2006 published by the State Department of Education (SDE) and from the department's strategic school profiles for the same year.

According to 2005-06 data (the most recent available), 10 of 14 charter schools are highly segregated, with student bodies that are either more than 80% minority or more than 80% white. In addition, 11 of the 14 are less diverse than the districts where they are located.

Of 40 interdistrict magnet schools for which data is available, 17 are more than 80% minority. Of these, New Haven runs 10 and Hartford, seven. Ten interdistrict magnet schools are less diverse than their home districts. Of these, New Haven has nine, Hartford has two, and Stamford has one. By law, any interdistrict magnet school that begins operating on or after July 1, 2005 must be at least 25%, but not more than 75%, minority (CGS § 10-264l(a)).

Tables 1 and 2 show the data for individual schools and districts. SDE statistics define “minority” as black, Hispanic, American Indian, and Asian American.
