UNDOCUMENTED IMMIGRANTS AT THE STATE'S PUBLIC COLLEGES AND UNIVERSITIES

You asked several questions regarding undocumented immigrants at the state's public colleges and universities. Your questions and the respective answers follow.

Do the state's public colleges and universities admit undocumented immigrants?

It is possible for all of the state's public colleges and universities to admit undocumented immigrants. The attached OLR Report (2007-R-0236) dealt with the application process for undocumented immigrants. UConn and the Connecticut state universities (CSUs) do not consider a student's citizenship status during the admissions process.

Are undocumented immigrants eligible for any state or federal financial aid?

Undocumented immigrants are not eligible for financial aid under the federal student aid guidelines. The state's public colleges and universities use the federal aid guidelines in determining eligibility for state aid as well. Students apply for federal and state aid using the Free Application for Federal Student Aid (FAFSA). Among the eligibility requirements, a student must (1) be a U.S. citizen or an eligible non-citizen and (2) have a valid Social Security number.

Do they pay in-state or out-of-state tuition? What are out-of-state tuition charges?

Undocumented immigrants pay the out-of-state tuition rate at the state public colleges and universities. Table 1 shows the current in-state and out-of-state undergraduate tuition and required fees for all of the institutions.

How many undocumented immigrants are currently attending the state's public colleges and universities? How many courses per semester are these students taking?

None of the institutions were able to provide this data. A UConn representative indicated that all enrolled students have been classified as citizens, permanent residents, or international students. The CSUs and the CTCs do not collect this data. Charter Oak indicated that there are no known undocumented immigrants currently enrolled.

What is the total number of out-of-state students currently enrolled in the state's public colleges and universities? Is there a cap on the number of out-of-state students accepted?

UConn's out-of-state enrollment is limited to 25% for all campuses. The CSUs, CTCs and Charter Oak do not have a cap for out-of-state students. Table 2 shows the number of nonresident students enrolled at each institution and the percentage of total enrollment made up of nonresidents.
