BILLS REQUIRING VEHICLE OWNERS TO CLEAR ACCUMULATED SNOW OR ICE FROM VEHICLE BEFORE OPERATING

You asked if and when bills requiring motor vehicle owners to clear accumulated snow or ice from their vehicles before operating them have previously been considered by the General Assembly.

SUMMARY

Since the 1991 session, there have been nine bills introduced that would require a motor vehicle operator to remove any accumulated ice or snow from his vehicle before using it on the highway. The last year in which such legislation was considered was 2001. Bills were considered in 2001, 1997, 1996, 1993, 1992, and 1991. Six of the nine bills applied the requirement only to trucks. The other three applied it to any motor vehicle. Seven of the nine bills received public hearings by the Transportation Committee but no other action was taken on them. The other two bills were referred to the committee but did not receive public hearings.
