APPLICATION PROCESS FOR UNDOCUMENTED IMMIGRANTS AT THE STATE'S PUBLIC COLLEGES AND UNIVERSITIES | ||

You asked about the application process for undocumented immigrants at the state's public colleges and universities. You specifically want to know if undocumented immigrants are admitted as Connecticut residents if they do not specify their citizenship status on the admission application.
We asked the state's constituent units of higher education how their admission offices handle student applications if the citizenship question is left blank. Their respective answers follow.
UConn
A student who does not specify his or her citizenship status on the undergraduate admission application is evaluated as an international student and is charged the out-of-state rate. Unless the student can produce documentation showing proof of U. S. citizenship or legal permanent residence status, he or she is charged the out-of-state tuition rate.
Connecticut State Universities (CSUs)
Students who do not indicate a valid citizenship on their applications to any of the CSUs are tracked as “no status” and charged the out-of-state tuition rate.
Community-Technical Colleges (CTCs)
Most students apply for admission to the CTCs using online applications. The online application does not allow applicants to proceed without filling out all of the required fields, including citizenship status. If students use a paper application and do not indicate their citizenship status but indicate that they are Connecticut residents, they are charged the in-state tuition rate. If students indicate during the admission process that they are undocumented immigrants, they are charged the out-of-state tuition rate.
Charter Oak
Students who do not indicate their citizenship status but indicate that they are Connecticut residents are charged the in-state tuition rate. If the students indicate that they are not citizens and cannot produce documents proving their legal residence, they are charged the out-of-state tuition rate.
