STATUS OF THE IN-CLASSROOM SCHOOL BREAKFAST PILOT | ||

You asked for a status report on the In-Classroom School Breakfast Pilot Program created by Public Act 06-135.
Public Act 06-135 established a pilot in-classroom school breakfast program and permits the State Department of Education (SDE), within appropriations, to provide competitive grants to help up to 10 severe need schools establish them. In awarding grants, the commissioner must consider, at a minimum: (1) the specific objectives and description of the proposed program, (2) its cost, (3) how many children will be fed, and (4) whether the proposed program is likely to increase the number of students receiving nutritious breakfasts.
In September of 2006, SDE posted a request for proposals for a one-year grant under the program. The range of funding as detailed in the RFP was $ 2,000 to $ 10,000 for each grant, with $ 50,000 in total funding available. The RFP also noted that each grant recipient must submit an evaluation report of the funded project. Proposals were due on September 29, 2006. A copy of the RFP is attached for your use.
SDE received five applications for grant funds: Norwalk Public Schools, which received no funding, Bridgeport Public Schools ($ 5,822), New Britain Public Schools ($ 8,065), New Beginnings Family Academy ($ 9,360), and Stratford Public Schools ($ 6,050). SDE will be reviewing each site, monitoring progress, and generating a report.
