SPINAL CORD INJURY BOARDS IN OTHER STATES
| ||
By: Jennifer Moody, Legislative Fellow
You asked if a bill similar to 2002's failed SB 99, An Act Establishing a Spinal Cord Injury Research Board, has since passed and become a law, and if so, the status of the board. You asked if any other states have established a similar board.
SUMMARY
Senate Bill 99, An Act Establishing a Spinal Cord Injury Research Board, established a six-member Spinal Cord Injury Research Board to solicit grants and other funds from public and privates agencies, organizations, and qualified research institutions in order to cooperatively conduct spinal cord injury research in Connecticut and build awareness of the need for such research. The bill placed the board within the University of Connecticut Health Center. The bill passed the Senate, but died on the House calendar.
No bill similar to SB 99 has come before the General Assembly for its consideration since 2002.
We found nine states with spinal cord injury advisory boards, councils, or commissions, hereafter boards, comparable to 2002's SB 99. These boards provide funding to approved research projects with the purpose of advancing the methods of treatment for and the understanding of spinal cord injuries. The boards vary in size from seven to 29 members. The sources of funding for research include traffic surcharges; federal and state grants; private funding; and driving under the influence (DUI) and motor vehicle surcharges.
OTHER STATES
Illinois, Kentucky, Maryland, Missouri, New Jersey, New York, Oregon, South Carolina, and Virginia have boards with that administer funds for advancing spinal cord injury research.
For each board Table 1 shows its name, size, scope, funding source, and statutory citation.
