QUESTIONS FOR DIVISION OF SPECIAL REVENUE DIRECTOR

The executive director must implement and administer the gaming laws and regulations and adopt regulations to ensure proper, safe, and orderly gambling and protect the public against fraud or overcharge. He must submit monthly reports to the public safety commissioner and the Public Safety Committee on investigations and arrests pertaining to legalized gambling. He must conduct legalized gambling studies periodically and submit them to the legislature. He is responsible for issuing gaming licenses (CGS § 12-557c).

1. What are the most significant issues you expect the Division of Special Revenue to face in the next few years in light of the continued expansion of legalized gambling in the country? What can the legislature do to help you deal with them?

2. What issues or trends are most likely to dominate the gambling industry in the next few years? What are the implications for Connecticut?

3. (NEW) Despite questions over legal and security issues, gambling has come to the Internet. What are the questions the legislature should be asking about Internet gambling and the implications for Connecticut? Based on your understanding of the issues, what are the most useful initiatives the legislature should pursue with regard to Internet gambling?

4. (NEW) Researchers have estimated that as many as half of all college-aged men in America gamble on a monthly basis, with poker being one of the games of choice. A bill in the current session seeks to allow charitable organizations to conduct poker. How would you advise the legislature on this issue?

5. (NEW) What are your legislative proposals for the current session, and what are your priorities?

6. (NEW) When does the division plan on doing the next gambling impact study? How much is it likely to cost?

7. (NEW) What should the state do to alleviate the traffic concerns raised by the towns in the area of the two casinos?

8. Some legislators have long argued for a constitutional amendment declaring the state's anti-gambling policy. Others view this policy as outdated. What are your views on this? What would you consider an appropriate state gambling policy?

9. While Indian casino gambling is thriving in the state, other forms of gambling have declined. Should the state take any steps to ensure that the other forms of gambling remain viable, or should it let market forces determine their fate?

10. Is there any evidence that teenage gambling is a problem in Connecticut? If yes, is the state doing enough for teenage compulsive gamblers? What would you consider a comprehensive gambling treatment program for teenage gamblers?

11. (NEW) Is the division doing anything to promote responsible gambling?
