Explanation
The amendment requires that registered sex offenders provide local police departments with out-of-state address changes. The local police department is then responsible for notifying the new town where the registered sex offender is moving to. This information is currently collected and disseminated by the Department of Public Safety (DPS) .
Requiring local police to collect and disseminate such information could result in a cost. The cost to various municipalities will depend on the number of registered sex offenders that currently reside in the town, and how frequently they move out of state. For example, there are several towns in the state that have less than 5 registered sex offenders, so the additional requirement would not result in a cost to the local police department. However, Hartford currently has approximately 400 registered sex offenders, of which, 100 are in violation. The impact of the amendment on municipalities with a substantial number of registered offenders could be significant.
