AN ACT CONCERNING UNIVERSAL HEALTH CARE COVERAGE.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to require that the Office of Health Care Access shall coordinate the development and implementation of a plan to provide coverage for all individuals who are not currently covered by a health insurance plan. Such plan shall: (1) Be financed by contributions from businesses and employees; (2) mandate that all Connecticut citizens submit proof of health insurance coverage; (3) allow small businesses to obtain health insurance coverage for their employees at an affordable cost; (4) emphasize preventive medicine and provide incentives to discourage participants from abusing the plan; (5) secure services from provider groups, hospital associations and related health care providers through a competitive bidding process; and (6) establish ombudsman services to resolve provider conflicts and patient complaints.
Statement of Purpose:
To provide health care access to all Connecticut citizens, reduce the average cost of health care and increase productivity for a healthier economy.
