AN ACT ESTABLISHING UNIVERSAL HEALTH CARE INSURANCE IN CONNECTICUT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to establish universal health care insurance in this state in accordance with the following principles to guide reform enumerated by the Institute of Medicine:

(1) Health care coverage should be universal;

(2) Health care coverage should be continuous;

(3) Health care coverage should be affordable to individuals and families;

(4) The health insurance strategy should be affordable and sustainable for society; and

(5) Health care coverage should enhance health and well-being by promoting access to high-quality care that is effective, efficient, safe, timely, patient-centered and equitable.

Statement of Purpose:

To establish universal health care insurance in Connecticut in accordance with the five principles to guide reform set forth by the Institute of Medicine.
