The Committee on Transportation reported through REP. GUERRERA of the 29th Dist., Chairperson of the Committee on the part of the House, that the bill ought to pass.
AN ACT CONCERNING THE CONNECTICUT TRANSPORTATION INSTITUTE.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. Section 10a-121 of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2007):
(a) The University of Connecticut with the cooperation of the Department of Transportation shall plan and develop a program for the establishment of a Connecticut Transportation Institute for education and training in transportation technology. Consideration shall be given to locating the institute in the southeastern branch of The University of Connecticut at Avery Point, Groton. The program shall include, but not be limited to, the following areas: (1) A description of undergraduate and graduate courses for transportation technology; (2) a budget projection for the first five years of operation, including personnel services, other expenses and equipment; (3) a description of a program for continuing education in transportation technology with emphasis on community involvement; and (4) recommendations for the encouragement of participation by other New England states with a view to establishing the institute as a New England Regional Transportation Institute. The Institute shall be operational for the fall semester of 1975.
(b) The Connecticut Transportation Institute shall establish a partnership between the Department of Transportation and The University of Connecticut to increase the number of civil engineers in this state.
This act shall take effect as follows and shall amend the following sections: | ||

Explanation
It is anticipated that the requirements of the bill can be accomplished by both the University of Connecticut and the State Department of Transportation with existing resources.

AN ACT CONCERNING THE CONNECTICUT TRANSPORTATION INSTITUTE.
This bill requires the Connecticut Transportation Institute to establish a partnership between the Department of Transportation (DOT) and UConn to increase the number of civil engineers in the state.
EFFECTIVE DATE: October 1, 2007
BACKGROUND
Connecticut Transportation Institute
This institute, established at UConn by PA 74-323, is a transportation research center operated in the school of engineering. The institute has collaborated with DOT to research highway safety, transportation planning, environmental issues, and highway construction materials.
