SUBSTANCE ABUSE DATA—NEW BRITAIN AND STATEWIDE | ||

You asked a number of questions concerning substance abuse prevalence and treatment for New Britain and the state as a whole. Specifically, you want to know (1) the substance abuse prevalence rate, (2) the drugs that are used most frequently, and (3) the number of admissions annually into treatment programs and the rate of completion.
All of the following information is provided by the Department of Mental Health and Addiction Services (DMHAS).
SUBSTANCE ABUSE PREVALENCE
For all adults (18 years and older), the rate of substance abuse or dependence is 7. 6% statewide, based on the DMHAS 2004 Adult Household Survey. While DMHAS does not have individual town rates, it calculated an 8. 7% prevalence rate for New Britain based on socioeconomic community type. It used the state Department of Education's Educational Reference Groups (ERGs), which are determined by a variety of factors including economic determinants. As a result, wealthy communities make up a certain ERG (ERG “A” for example includes Darien, Simsbury, Avon and others) while ERG “I” includes poorer communities including New Britain, New Haven, Bridgeport, and Hartford.
DMHAS cautions however, that both the state rate and the ERG rates are underestimates because the survey is conducted by telephone and thus misses those not available by phone (e. g. , homeless, incarcerated).
SUBSTANCES MOST ABUSED
When only considering the primary drug reported at the time of admission into a treatment program, the percent of admissions by drug reported statewide for FY 2005 are:
• Heroin 35. 8%
• Alcohol 32. 8%
• Cocaine/Crack 12. 4%
• Marijuana 7. 1%
• Other Opiates 3. 3%
Primary drug reported means that only one drug per client per admission is recorded. These figures include both adults and juveniles, although the number of people under age 18 reported to the DMHAS data system is rather small.
But if a treatment client reported more than one substance (e. g. , alcohol, cocaine, marijuana as primary, secondary, tertiary, etc. ), the data gives a different picture. In that case, alcohol is the most abused substance and heroin is second on a statewide basis (see Table 1).
For New Britain, the most recent data (reflecting the reporting of more than one substance per client) indicates that heroin (55. 46%) is the most abused substance, while alcohol is second (41. 74%), cocaine is third (22. 51%) and crack fourth (20. 05%; see Table 1).
TREATMENT ADMISSIONS AND RATES
On a statewide basis, admissions into treatment programs have ranged from about 45,000 to 50,000 per year over the last six years. This includes duplicate admissions. For FY 06, the statewide number of admissions into treatments programs was 45, 515, with a completion rate of 47. 78%. For New Britain, the figures were 1,217 and 47. 33% respectively. (FY '06 data does not include June as of yet; see Table 1 for detailed information. )
