EMPLOYERS OF ADULT CARETAKERS OF HUSKY A AND B RECIPIENTS

You asked for an update of the 2005 OLR reports on employers of people who are enrolled, or whose children are enrolled, in the HUSKY program. You asked us to use the data the Department of Social Services (DSS) recently provided to you, which shows the “top 50” employers of people who receive, or whose kids receive, HUSKY.

Table 1 provides estimates of (1) the total number of HUSKY A and HUSKY B enrollees in March 2006 and the (2) FY 07 cost for this coverage. To arrive at the HUSKY A figure, we added the actual number of HUSKY A adult enrollees and an estimate for their children (DSS suggested a multiplier of 1. 37, thus assigning each HUSKY A adult recipient 1. 37 children. ) We multiplied this total figure by the state's average per member per month (pmpm) cost for FY 07 ($ 204. 28, according to the Office of Fiscal Analysis) and then by 12 to yield a total estimated annual cost to the state, by employer.

For HUSKY B, which covers only children, we multiplied the adult employee figures by 1. 62 (a number provided by William Diamond of ACS, the enrollment broker for HUSKY A and B) to arrive at an estimate of children receiving HUSKY B whose parents or caretakers work for the employer. We multiplied this figure by an average pmpm for HUSKY B in FY 07 ($ 153. 08) and then by 12. The $ 153. 08 is actually an average of the state's average cost for Band 1 families ($ 157. 14) and Band 2 families (149. 01), as provided by OFA. (Band 1 families are those with incomes between 185% and 235% of the federal poverty level (FPL). Band 2 families have incomes between 235% and 300% of the FPL. Band 2 families pay premiums and co-payments. Band 1 families pay only co-payments. We do not know how many employers were in each band so our average is not weighted. )

Entries of “0” in certain columns means the employer was not one of the “Top “50. ” It does not necessarily mean that the employer had no employees, or employees' children, who were enrolled in either program.

For each of the employers, Table 2 compares the number of adult employees enrolled in HUSKY A in the fall and winter of 2004 with the same group of employees in 2006. It also compares the number of adult caretaker employees with children enrolled in HUSKY B during these two periods.
