VOLUNTEER FIREFIGHTERS

By: John Rappa, Principal Analyst

Kevin McCarthy, Principal Analyst

You asked for the names of the towns with paid fire departments (i. e. , paid towns) that prohibit their firefighters from volunteering their services in a town with a volunteer department (i. e. , volunteer towns). You also asked for the names of those paid towns that have agreements with a volunteer town setting conditions under which their employees may serve that town.

Danbury, East Hartford, Hartford, Stratford, Thompsonville, and West Hartford prohibit their firefighters from volunteering their services in a volunteer town, Gary Keating, Legislative and Political Affairs director for the Uniformed Professional Fire Fighters Association of Connecticut, stated. Keating's association tracks changes in firefighter collective bargaining contracts.

Waterbury appears to be the only municipality that allows its paid firefighters to volunteer in specific towns. Its firefighters may volunteer in another town only if the town agrees to be liable for injuries a paid firefighter suffers while on duty for that town. We requested a copy of the agreement from several sources and will forward it to you as soon as we receive it.
