"AN ACT CONCERNING DOMESTIC VIOLENCE. "
After the last section, add the following and renumber sections and internal references accordingly:
"Sec. 501. (NEW) (Effective October 1, 2006) (a) A resident of the United States who is a nonresident of this state may carry a concealed firearm while in this state if the nonresident (1) is twenty-one years of age or older, and (2) has, in his or her immediate possession, a valid permit or license to carry a concealed firearm issued to the nonresident in his or her state of residence, provided (A) the mandatory firearms training requirement of the state of residence of such nonresident meets or exceeds the standards of this state, and (B) the state of residence of the nonresident conducts a national criminal history records check prior to issuing such permit or license to carry a concealed firearm. Such nonresident shall be subject to the same laws and restrictions with respect to the carrying of a concealed firearm while in this state as a resident of this state who holds a valid permit to carry a pistol or revolver issued under subsection (b) of section 29-28 of the 2006 supplement to the general statutes.
(b) The Commissioner of Public Safety shall designate and notify states that meet the standards of this state to carry a concealed firearm, as provided in subsection (a) of this section, of this state's policy of reciprocity and acceptance of such other states' licenses and permits.
(c) If a person who is a resident of another state and is the holder of a valid permit or license to carry a concealed firearm issued in such other state establishes legal residence in this state by registering to vote or making a statement of domicile, the permit or license of such other state shall remain in effect for ninety days after the date on which such person establishes legal residence in this state, provided there is reciprocity between such other state and this state. "
