Explanation

The amendment makes requires police officers to conduct an interview of arrested persons concerning possible release in certain cases in the language in which such person has communicative competency. It is unknown to what extent such interviews are currently not being conducted under the requirements of the amendment. Any deficiency could result in the need for additional interpreters and additional costs to state and municipal police departments.
