Explanation

The amendment strikes the original bill and the associated fiscal impact and results in the following impact described below:

The amendment requires the Insurance Commissioner to convene a mandate review commission to conduct a cost-benefit analysis of all health insurance benefits required to be provided pursuant to Chapter 700c of the C.G.S. The amendment also requires the Insurance Commissioner, no later than January 1, 2007, and annually thereafter, to submit a report on the group's findings to the Insurance Committee. Depending on how the working group decides to conduct the cost-benefit analysis, the amendment could result in a cost to the Insurance Department resulting from the need to hire outside assistance to perform the analysis.
