Explanation

The amendment would change the age at which an adopted person could access their original birth certificate and contact preference form from eighteen to twenty-one. This will delay the future cost and revenue impacts to the State Registrar of Vital Statistics by approximately three years (i.e., eighteen – twenty-one years from now) .
