Explanation

The amendment: (1) changes the effective date of the underlying bill from October 1, 2006 to upon passage, and (2) requires the Division of Special Revenue (DSR) to deposit the revenue gain associated with expanding the number of facilities authorized under existing law to provide live audio and television coverage of OTB racing programs and jai alai games to the chronic gamblers treatment and rehabilitation account. This will preclude a revenue gain to the General Fund and result in a revenue gain to the Chronic Gamblers Account of approximately $125, 000 per year beginning in FY 07.

The amendment is also anticipated to result in a revenue gain of $25, 000 in FY 07 to certain municipalities that have off-track betting facilities.
