TITLE OF BILL:
AN ACT REQUIRING RESIDENTIAL HEATING OIL SELLERS TO MAINTAIN INSURANCE COVERAGE.

REASONS FOR BILL:
To protect home heating oil purchasers.
JFS added a new Section 2 to remove or permanently cap the fill pipe.

Edwin R. Rodriguez, Commissioner for Connecticut Department of Consumer Protection (DCP)
DCP supports the bill because it “…modifies the insurance requirements in Connecticut General Statutes §16a-23m to cover heating oil businesses organized as cooperative associations.” Written testimony.
NATURE AND SOURCES OF SUPPORT:
P.J. Cimini, Independent Connecticut Petroleum Association (ICPA)
Supports the bill. House Bill 504 will require home heating oil cooperatives to register with the DCP “…and provide evidence of general liability insurance so that if something ever did happen…there would be recourse for the consumer.” Oral testimony.
