Explanation
The bill reinstates the task force, established under PA 05-3 of the June Special Session, to study the health effects of the exposure to hazardous materials, including but not limited to depleted uranium as they relate to military service. The task force shall: (1) commission a study and conduct a scientific conference on such health effects; (2) initiate a health registry for veterans and military personnel returning from Afghanistan or Iraq; (3) develop a plan for outreach and follow-up of military personnel; (4) prepare a report concerning potential exposure to depleted uranium and other toxic substances; and (5) make any other recommendations.
The cost of the study commissioned and the scientific conference is unknown, although the bill requires that it be within available appropriations, it is not clear as to which agency would support these costs. There is no fiscal impact to result from participation of the appointed members of the task force, except for legislative members where a minimal cost to Legislative Management for mileage reimbursements will result (44. 5 cents per mile). These costs can be handled within the normal budgetary resources of the agency.
The Out Years
The bill requires that the task force report its findings by December 31, 2006, and shall terminate on that date. Therefore, there are no out year fiscal impacts anticipated.
