Explanation
Section 572 of the bill requires the Department of Social Services to provide Early and Periodic Screening, Diagnostic and Treatment (EPSDT) programs as defined by the federal government as of December 31, 2005. This results in no immediate fiscal impact as the services defined on this date are consistent with the relevant services now included in the state Medicaid plan. However, this change could preclude DSS from amending the state Medicaid plan in the future to take advantage of certain flexibilities included in federal EPSDT requirements since December 31, 2005.
The fiscal impact of section 582, which repeals a provision in HB 5846, is uncertain since the Connecticut Innovations, Incorporated is not an appropriated state agency. The remaining sections of the bill make technical or minor changes that have no fiscal impact.
House Amendment “A” made the changes in Sections 572 and 582, as described above.

The annualized ongoing fiscal impact identified above would continue into the future subject to inflation.
