The Committee on Government Administration and Elections reported through SEN. DEFRONZO of the 6th Dist., Chairperson of the Committee on the part of the Senate, that the substitute bill ought to pass.
AN ACT CONCERNING THE LOWERING OF THE FLAG.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective October 1, 2006) Whenever the Governor prescribes that the state flag be flown at half-staff for a period following the death in the line of duty of a member of the armed forces, the Governor shall also prescribe that the national flag be flown at half-staff for the same period.
This act shall take effect as follows and shall amend the following sections: | ||

Explanation
The bill, which prescribes that when the Governor orders the state flag to be flown at half-staff following the death in the line of duty of a member of the armed forces that the Governor shall also prescribe that the national flag also be flown at half-staff, will have no fiscal impact.

This bill requires that whenever the governor prescribes that the state flag be flown at half-staff following the death of a member of the armed forces in the line of duty, she must prescribe that the national flag be flown at half-staff for the same period as the state flag.
