The Committee on Planning and Development reported through REP. WALLACE of the 109th Dist., Chairperson of the Committee on the part of the House, that the substitute bill ought to pass.
AN ACT ESTABLISHING THE LAND USE TRAINING ADVISORY COUNCIL AND PROVIDING FUNDS FOR THE UNIVERSITY OF CONNECTICUT CENTER FOR LAND USE EDUCATION AND RESEARCH.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective July 1, 2006) There is established a Land Use Training Advisory Council to evaluate and make recommendations to The University of Connecticut Center for Land Use Education and Research concerning the curriculum for land use training and education for public officials. Such council shall consist of the following members: The Secretary of the Office of Policy and Management and the Commissioner of Environmental Protection, or their designees; a representative of the Connecticut chapter of the American Planning Association, appointed by the speaker of the House of Representatives; a representative of the Home Builders Association of Connecticut, appointed by the president pro tempore of the Senate, a representative of the Cooperative Extension Services, appointed by the minority leader of the House of Representatives and a representative of a municipal land use agency, appointed by the minority leader of the Senate.
Sec. 2. (NEW) (Effective July 1, 2006) The sum of two hundred twenty-five thousand dollars is appropriated to The University of Connecticut Center for Land Use Education and Research, from the General Fund, for the fiscal year ending June 30, 2007, for the purpose of additional staff for land use training programs at The University of Connecticut Center for Land Use Education and Research.
This act shall take effect as follows and shall amend the following sections: | ||

Explanation
The University of Connecticut, which supports the council and the various other state agencies participating in the council, will be able to do so at a total state cost estimated to be less than $5,000 annually for any mileage reimbursements, printing, copying and mailing or other incidental expenses incurred. This cost can be accommodated within the respective agencies' budgeted resources.
The bill also appropriates $225,000 to the University of Connecticut Center for Land Use Education and research which is not contained in the FY 07 budget as passed by the Appropriations Committee.

The annualized ongoing fiscal impact identified above would continue into the future subject to inflation.

AN ACT ESTABLISHING THE LAND USE TRAINING ADVISORY COUNCIL AND PROVIDING FUNDS FOR THE UNIVERSITY OF CONNECTICUT CENTER FOR LAND USE EDUCATION AND RESEARCH.
This bill creates a six-member Land Use Training Advisory Council to make curriculum recommendations to the UConn Center for Land Use Education and Research for its education and training programs for public officials. It also appropriates $225,000 to the center in FY 07 to add staff for its training programs. Among other activities, the center provides education and training to public officials on land use.
The bill's advisory council consists of the Office of Policy and Management secretary and environmental protection commissioner, or their designees, and representatives of:
1. the Connecticut chapter of the American Planning Association, appointed by the House speaker;
2. the Home Builders Association of Connecticut, appointed by the Senate president pro tempore;
3. the Cooperative Extension Services, appointed by the House minority leader; and
4. a municipal land use agency, appointed by the Senate minority leader.
