AN ACT CONCERNING REGISTRATION WITH THE SELECTIVE SERVICE SYSTEM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2005) (a) The Department of Motor Vehicles shall not issue or renew an operator's license or learner's permit pursuant to chapter 246 of the general statutes and shall not issue or renew an identity card pursuant to section 1-1h of the general statutes unless the applicant, at the time of application, registers with the federal Selective Service System, established pursuant to the Military Selective Service Act, 50 App. USC 451 et seq., in the manner provided in the agreement entered into in accordance with subsection (b) of this section, or establishes to the satisfaction of the department that the applicant is currently registered with such selective service system. The department shall notify the applicant that, by applying for issuance or renewal of an operator's license, permit or identity card, the applicant consents to registration with the Selective Service System.

(b) The department shall enter into an agreement with such Selective Service System that permits the department to create a form sufficient for registration with the system and that permits the department to forward such registration to the system, electronically, in a form and manner sufficient for registration with the system.

This act shall take effect as follows and shall amend the following sections:

To require state residents, when applying for a new or renewed operator's license or identity card, to register with the United States Selective Service System.
