AN ACT CONCERNING AN INTERAGENCY PRESCRIPTION DRUG BULK PURCHASING PLAN.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2005) (a) The Commissioners of Public Health and Social Services and the Comptroller shall develop a plan to implement and maintain a prescription drug purchasing program and procedures to aggregate or negotiate the purchase of pharmaceuticals for pharmaceutical programs benefiting Medicaid, state-administered general assistance and ConnPACE recipients, inmates of the Department of Correction and members of the municipal employees health insurance plan. Such program shall be subject to the preferred drug list adopted pursuant to section 17b-274d of the general statutes.

(b) The Commissioner of Public Health, in consultation with the Commissioner of Social Services and the Comptroller, shall submit a report on the development of the plan authorized by subsection (a) of this section, including (1) a timetable for implementation of the program, (2) anticipated cost savings resulting from implementation and maintenance of the program, and (3) a timetable for achievement of such cost savings, to the joint standing committees of the General Assembly having cognizance of matters relating to public health, human services and appropriations and the budgets of state agencies, not later than December 31, 2005, in accordance with the provisions of section 11-4a of the general statutes.

This act shall take effect as follows and shall amend the following sections:
