AN ACT CREATING A CAMPAIGN FINANCE BLIND TRUST FUND TO FINANCE CLEAN ELECTIONS FOR GENERAL ASSEMBLY CANDIDATES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 9 of the general statutes be amended to (1) allow individuals or organizations to donate anonymously to a "Campaign Finance Blind Trust Fund", which shall be managed by an appointed nonpartisan board whose primary objective shall be to promote the fund and maintain its integrity, (2) provide that once the fund reaches a certain level, it shall be used to assist the financing of election costs for candidates for the General Assembly who agree to spending limits and to reject funding from lobbyists and state contractors, and (3) authorize the state to supplement such private donations to said fund.

Statement of Purpose:

To reduce the dependence of funding elections on special interest groups and reduce potential corruption and inefficiency as it relates to campaign finance.
