VOTER REGISTRATION REQUIREMENTS FOR PEOPLE WHO GIVE QUALIFYING CONTRIBUTIONS

ARIZONA

A campaign contribution is a “qualifying contribution” under Arizona’s Citizens Clean Elections Act if it is given by a qualified elector who, at the time of the contribution, is registered in the electoral district for the office the candidate is seeking and who has not given another such contribution to that candidate during that election cycle (ARS § 16-946). Qualifying contributions must, among other things, (1) include a reporting slip with the contributor’s name, address, and signature; the candidate’s name; the date; and the name and signature of the solicitor and (2) be in the sum of five dollars exactly. Participating candidates may only collect qualifying contributions during the qualifying period and must remit them to the Citizens Clean Elections Fund.

MAINE

Under The Maine Clean Election Act, only a registered voter in a candidate’s electoral district may make a qualifying contribution (MRSA 21A § 1122). Participating candidates may only collect qualifying contributions during the designated qualifying period and must acknowledge the contributions with a written receipt that the Commission on Governmental Ethics and Election Practices prescribes and that identifies the donor’s name and address. As in Arizona, qualifying contributions must be for five dollars and payable to the Maine Clean Election Fund in support of a candidate.
