CAMPAIGN EXPENDITURES — 2004 LEGISLATIVE RACES

You asked us to provide campaign spending figures for the legislative candidates who ran in the 2004 election. The information in this report is based on the summary page from the "Statement of Receipts and Expenditures" (ED-45) that each candidate files with the Office of the Secretary of the State. Candidates who intend to finance their campaigns entirely from personal funds or who will not receive or spend over $ 1,000 from other sources are exempt from the filing requirement. The spending figures in this report come from the financial statements candidate committees filed on January 7, 2005, typically the deadline for the final report after the November 2 election, which covers expenses through December 31, 2004.

For certain candidates, however, this is not the final expenditure report. These candidates may have had expenses incurred but not paid or outstanding loans. Consequently, they must continue to report until all such expenditures are paid or any surplus is distributed. Thus, there are additional expenses not included in the charts below. After an election and all expenses or loans are paid, each candidate committee must be terminated.

Table 1 shows the lowest and highest amounts spent, the averages, and the medians (the amount in the middle of the range) for Senate and House races where there was no incumbent running. Table 2 shows the same figures for the races in which the challenger beat the incumbent. Table 3 shows the amounts spent for unopposed candidates. Table 4 shows the summary of ranges for spending for all Senate and House seats, the averages and the totals for all races in each chamber. The expenditures reported for every candidate committee appear in Tables 5 (Senate) and 6 (House of Representatives). These charts indicate each candidate's party affiliation and whether the candidate was the incumbent (I) or challenger (C) or whether the seat was open (O). In addition, the chart shows whether the candidate was unopposed (U). The name of the winner in each district is in capital letters.
