"AN ACT CONCERNING MURDER WITH SPECIAL CIRCUMSTANCES. "

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective from passage) The Department of Correction shall confine any person who is sentenced to life imprisonment without the possibility of release prior to, on or after the effective date of this section or whose sentence of death is commuted to a sentence of life imprisonment without the possibility of release pursuant to section 1 of this act, at the Northern Correctional Institution for the duration of such person's sentence and under the same conditions of confinement applicable to persons who were confined on the effective date of this section under a sentence of death. "
