The Senate was called to order at 11: 00 a. m. , in accordance with the provisions of Senate Rule 9(b), and under the authority of the President of Pro Tempore and the Senate Minority Leader.

'AN ACT AUTHORIZING BONDS OF THE STATE FOR DEVELOPMENT OF ADDITIONAL SUPPORTIVE HOUSING DWELLING UNITS', to help end homelessness in the state by providing state bond funds for the development of an additional one thousand units of permanent supportive housing.

Proposed S. B. No. 492 SEN. LOONEY, 11th DIST. 'AN ACT ESTABLISHING A SUPPORTIVE HOUSING DEMONSTRATION PROJECT AT THE WILLIAM T. ROWE PUBLIC HOUSING DEVELOPMENT IN NEW HAVEN', to establish a new supportive housing demonstration project at the William T. Rowe Public Housing Development in New Haven that targets low-income individuals with mental health disabilities or a history of substance abuse problems. Such demonstration project will support state and local goals to reduce and prevent homelessness by providing supports necessary to help individuals maintain lease compliance and avoid cycles of eviction and episodic homelessness. Said public housing development is an ideal site for such demonstration project because of its proximity to a major medical center and mental health services. A supportive services funding commitment to such demonstration project would provide a cost-effective means for providing permanent, affordable housing with supports for individuals with behavioral health disabilities.

Proposed S. B. No. 493 SEN. LOONEY, 11th DIST. 'AN ACT CLARIFYING THE PROCEDURES AND CRITERIA FOR DETERMINATION OF THE DISPOSAL OR DESTRUCTION OF AFFORDABLE HOUSING PROJECTS', to clarify the procedures and criteria for determining when a housing authority may dispose of or destroy any affordable housing project.

HUMAN SERVICES

Proposed S. B. No. 494 SEN. HARRIS, 5th DIST. 'AN ACT CONCERNING AN INCREASE IN BENEFITS PROVIDED UNDER THE STATE SUPPLEMENT PROGRAM', to allow recipients of the state supplement to the federal Supplemental Security Income Program to receive federal cost-of-living increases without having to incur a corresponding decrease in state supplement benefits.

'AN ACT CONCERNING THE UNEARNED INCOME DISREGARD FOR STATE SUPPLEMENT RECIPIENTS', to allow recipients of the state supplement to the federal Supplemental Security Income Program to receive federal cost-of-living increases without having to incur a corresponding decrease in state supplement benefits.

'AN ACT CONCERNING MAXIMIZATION OF FEDERAL FUNDS', to require the Commissioners of Social Services and Children and Families to file annual reports with the General Assembly on the efforts of their respective departments to obtain federal funding for programs administered by said departments.

'AN ACT CONCERNING THE AVAILABILITY OF PERIODONTAL CARE UNDER THE MEDICAID STATE PLAN', to require the Commissioner of Social Services to amend the Medicaid state plan to include screening and treatment of periodontal disease for pregnant women as a medical service covered under the Medicaid state plan.

'AN ACT CONCERNING THE ASSIGNMENT OF PERSONAL INJURY LOSSES UNDER AUTOMOBILE INSURANCE POLICIES', to prohibit automobile insurers from assigning more than fifty per cent of the loss costs related to an injured motorist to any one insurance district or zone within this state.

Proposed S. B. No. 507 SEN. CRISCO, 17th DIST. 'AN ACT CONCERNING HOMEOWNERS INSURANCE RATING PRACTICES BASED ON CLAIMS AND CLAIM INQUIRIES', to prohibit certain rating practices for homeowners insurance based on claims and inquiries made to insurers.

Proposed S. B. No. 511 SEN. NICKERSON, 36th DIST. 'AN ACT CONCERNING INVESTIGATIVE SUBPOENAS', to authorize state's attorneys to issue subpoenas under certain circumstances in connection with the investigation of conduct that would constitute the commission of a class A or B felony.

Proposed S. B. No. 512 SEN. DUFF, 25th DIST. 'AN ACT CONCERNING THE MODEL DRUG DEALER LIABILITY ACT', to adopt the Model Drug Dealer Liability Act in order to provide a civil remedy for damages to persons in a community injured as a result of illegal drug use and enable such persons to recover from those persons in the community who have joined the illegal drug market.

Proposed S. B. No. 513 SEN. HARP, 10th DIST. 'AN ACT LIMITING EXPERT TESTIMONY IN MEDICAL MALPRACTICE CASES', to limit expert testimony in medical malpractice lawsuits to one board certified expert selected by the court.

Proposed S. B. No. 514 SEN. HARP, 10th DIST. 'AN ACT CONCERNING PERIODIC PAYMENTS OF MEDICAL MALPRACTICE AWARDS', to require jury awards in medical malpractice suits to be paid over time.
