INMATE ASSAULTS ON STAFF

You asked for information on the number of inmate assaults on staff and how these incidents are handled.

INMATE ASSAULTS

Table 1 below shows recent data on the number of disciplinary reports and inmate assaults on staff or other inmates per 1,000 inmates, broken down by facility. Disciplinary reports ranged from 441 per 1,000 inmates at Webster to 4,323 per 1,000 inmates at Northern. Inmate assaults on staff ranged from 0 per 1,000 inmates at five facilities to a high of 111 per 1,000 at Northern. Inmate assaults on inmates ranged from 9 per 1,000 inmates at Cheshire to 277 per 1,000 inmates at Northern.

Chart 1 displays the overall number of disciplinary reports and inmate assaults on staff or other inmates per 1,000 inmates, from 1994 through 2002.

Beginning October 30, DOC must submit quarterly reports on, among other things, filed inmate disciplinary reports and reported inmate assaults on staff and other inmates. DOC submits these reports to the governor and Judiciary and Labor committees (PA 04-146).

INCIDENT PROCESSING

The DOC code of penal discipline defines inmate misconduct and sets the procedures for handling incidents. In addition to these procedures, inmate conduct that also violates criminal statutes is reported to the state police for investigation. Chart 2 shows the DOC procedures for handling incidents.
