You asked, on behalf of a constituent in Stafford, how a municipality can have a stop sign placed at the intersection of a state highway and a local road.
A municipality’s traffic authority can place stop signs on the local road at such intersections. In Stafford, the local traffic authority is the first selectman; in other municipalities it may be the town manager, police chief, or board of police commissioners. Although CGS § 14-309 also requires that a sign on a local road be approved by the State Traffic Commission if it will be placed in the right of way of the state highway, in practice commission approval is not required according to commission staff. If the municipality also wants stop signs to be placed on the state highway, e. g. , a four-way stop, its traffic authority must petition the State Traffic Commission. The commission consists of the transportation, motor vehicles, and public safety commissioners and operates administratively within the Department of Transportation.
