SPENDING AND STUDENT TEST PERFORMANCE

You asked for a comparison of how much towns are spending in relation to their minimum expenditure requirements (MER) and how their students perform on Connecticut mastery tests (CMT).

Table 1 shows rankings for each town’s test performance and each school district’s spending in relation to its MER. All figures are provided by the State Department of Education.

Column 1 shows each town’s “grant mastery percentage” as used in the Education Cost Sharing (ECS) formula. The grant mastery percentage is the number of students in the district scoring below standard on the CMT divided by the number taking the test. The percentages are averaged over three years. The most recent grant mastery percentages average test performance for 1999, 2000, and 2001. Column 2 shows each town’s grant mastery percentage ranking relative to other towns.

Column 3 shows each school district’s margin of MER compliance. This figure represents the percentage by which a school district’s educational expenditures exceed its MER. The figures shown are for 2002-03. Because these figures are only available by school district, data for towns that are members of K-12 regional districts cannot be listed separately. Column 4 shows each district’s MER compliance ranking.
