INTERSTATE WINE SHIPMENTS AND RESIDENCES IN TWO STATES

You asked what Connecticut law applies to an individual who wishes to ship wine from a residence in another state to a residence in Connecticut.

Connecticut allows consumers to import up to five gallons of liquor from another state in a two-month period but sets requirements on consumers who do so. The law applies to sales of all types of alcoholic beverages, including wine. It applies to wine being shipped from another state regardless of whether it is being shipped from a residence or from a wine seller.

More specifically, the law allows consumers to import up to five gallons of alcoholic beverage in any 60-day period from any other state and up to five gallons in any 365-day period from outside the country. Wine imported in this way must be for personal consumption. The law requires consumers to obtain prior approval from DRS and pay excise and sales taxes before importing any liquor (CGS § 12-436).
