QUESTIONS FOR PUBLIC WORKS COMMISSIONER NOMINEE

By: Sandra Norman-Eady, Chief Attorney

Jennifer Gelb, Associate Attorney

CURRENT ISSUES

1. What is your position on the attorney general’s refusal to approve any state contract unless the contractor signs an affidavit about past gift giving?

2. Will the attorney general’s action make it difficult to find contractors willing to work on state projects?

3. Ethics laws have been enacted over the years to address public perceptions of impropriety. How far should the legislature go when designing laws to address perceived ethical problems?

4. Should the law hold agency heads and elected official to higher ethical standards than state employees? Why?

5. What is the status of leasing at the G. Fox building? What are plans for locating the Department of Banking?

ISSUES RELATED TO AGENCY RESPONSIBILITIES AND PROCEDURES

1. What are the most important changes you have made at the Department of Public Works in the five months you have been there? What other initiatives do you plan to implement in the future?

2. The Office of Policy and Management, Office of the Comptroller, and the Department of Public Works are responsible for keeping an inventory of state-owned property. Is there a comprehensive list of state property, including vacant land and open space?

3. What is the current process for determining when the state should buy rather than rent additional space that agencies need?

4. How many construction projects is the department currently involved in? What is the status of these projects?
